Finally, NNPC L Delivers Port Harcourt Refinery

Finally, the Nigerian National Petroleum Company (NNPC) Limited has delivered the Port Harcourt Refinery with the first set of trucks loaded with Petroleum Products rolled out from the plant.

The NNPC said it has fulfilled its pledge of re-streaming the Port Harcourt Refining Company (PHRC), signaling the commencement of crude oil processing from the plant and delivery of petroleum products into the market.

On Tuesday, trucks began loading petroleum products which include Premium Motor Spirit (PMS) or petrol, Automotive Gas Oil (AGO) or diesel and Household Kerosene (HHK) or Kerosene, while other product slates will be dispatched as well.

Speaking during a brief ceremony to mark the commencement of product loading at the Refinery on Tuesday in Port Harcourt, the Group CEO,  Mele Kyari described the commencement of the loadout activities as a monumental achievement for Nigeria which signifies a new era of energy independence and economic growth for the country.

According to a prèss statement signed by Femi Soneye, Chief Corporate Communications Officer of the company, the GCEO particularly thanked President Bola Ahmed Tinubu for his unwavering support and understanding towards the rehabilitation project and for his persistence to ensure energy security for the country.

Kyari also expressed deep appreciation to the NNPC Ltd Board of Directors and the entire staff for their support and commitment, which crystallized into the streaming of the refinery. He also commended the contractors for doing a great job in ensuring that the refinery is delivered despite all challenges.

The GCEO further thanked Nigerians for their patience and for the legitimate expectations of the Company to deliver on the other refineries.

In his remarks, the Chief Executive of the Nigerian Midstream & Downstream Petroleum Regulatory Authority (NMDPRA), Mr. Farouk Ahmed congratulated the NNPC Ltd for the milestone and assured of his agency’s continued support towards the completion of rehabilitation work at the other refineries.

The PHRC rehabilitation project is an Engineering, Procurement, Construction, Installation & Commissioning (EPCIC) project that is aimed at restoring the refinery to full functionality and renewal. It has achieved over 16 million manhours with zero Loss Time Injury (LTI).

Over the weekend the refinery began the production of an intermediate product, Ethanol which was further blended into Premium Motor Spirit or Petrol.

The production is taking place at the old Port Harcourt Refinery with 60,000 barrels capacity per day.

 Multiple sources within the plant had told Business Standards that the plant has produced it first ethanol in recent times, an intermediate product, and it is in the process of blending it into petrol.

Another source simply said:  “The old plant has started production”

This development it was gathered has elicited lots of joy among the workers in the plant while traffic of government officers to the refinery has increased in the last few days. “Government officers from Abuja and Lagos have been visiting the refinery in the last few days,” a source told Business Standards.

The sources said the management of the NNPCL is being cautious about announcing the development given the fact that it has fixed several deadlines that were not met. But they believed that once the management is convinced that everything is in order it will make the good news public it public.

This development was however initially played down by the Nigerian National Petroleum Limited Chief Group Communications Officer, Femi Soneye when Business Standards tried to confirm from him on Monday.

He said this development is not new as the company had reported sometime that the plant have started producing Naphtha oil, adding that since the mechanical completion of the plant in December last year, commissioning of the various types has been taking place.

“You know the plant is made up of various units, these units must be tested before they are put into operations, which have been taking place one after the other.”

 This development will surely engender serious competition between the private refineries and the NNPC and the price of the product may also come down for the convenience of Nigerian consumers.

Some stakeholders believe that Dangote Refinery management is monitoring developments in the various government refineries with the aim of positioning itself for better patronage among consumers.

On Sunday, the Dangote Petroleum Refinery slashed the price of its Premium Motor Spirit from N990 per litre to N970/litre.

According to the company, this amount is what marketers would buy the product from the refinery.

Anthony Chiejina the Group Chief Branding and Communications Officer of the Dangote Group, in a statement released on Sunday, said the reduction was to appreciate Nigerians as the year ends.

“As the year comes to an end, this is our way of appreciating the good people of Nigeria for their unwavering support in making the refinery a dream come true. In addition, this is to thank the government for their support as this will complement the measures put in place to encourage domestic enterprise for our collective well-being,” the statement read.

Chiejina stated further that the refinery would not compromise on the quality of its petroleum products while assuring Nigerians of the best quality products that are environmentally friendly and sustainable.

“We are determined to keep ramping up production to meet and surpass our domestic fuel consumption; thus, dispelling any fear of a shortfall in supply,” the statement concluded.
